Highly specialised technologies evaluation committee (HSTEC)
An independent standing committee that produces recommendations on when and how a highly specialised technology should be commissioned for use in the NHS in England.
A committee that develops indicators that are suitable for potential inclusion in the Quality and Outcomes Framework (QOF) and the Clinical Commissioning Group Outcome Indicator Set (CCG OIS). NICE indicators can also be used by other stakeholders for other national or local quality improvement initiatives.

They consider the evidence and make a judgement on whether or not the technology should be recommended as a clinically and cost-effective use of NHS resources, or whether it should only be recommended for specific indications or subgroups of patients.
